What It Means
Issuers underwrite applications, set credit limits and APRs, bill cardholders, and handle disputes. The issuer is distinct from the network that processes the transaction. Examples include Chase, Citi, Capital One, American Express (which is both issuer and network), and many community banks and credit unions.
